The realtor you might be working with is usually part of a real estate firm and that firm and everyone in it is actually your real estate agent, not just the one person you’re working with. When you hire an agent to represent you as you search for a home, your relationship is actually with that firm and everyone working as a broker with that firm.

"Why shouldn't I just call the number of the agent on the sign of the house I'm interested in instead of calling an exclusive buyer agency?"

When a seller lists their home with a real estate broker, the entire firm that agent represents is an agent of the seller.  So when you call the firm that has the property listed for sale, everyone associated with that firm is working in the best interests of the seller and not for you. 

As an agent of the seller, they have a responsibility to you to be honest and not misleading, but they have a much greater responsibility to their client, the seller.  If they find out any information from you that might be pertinent to your offer on the home, they are bound by agency rules to report that information to the seller.  In other words, anything you say can and will be held against you in the negotiation to purchase this home. 

In some cases, when you call the firm with the listing, you will be asked to sign a buyer agency agreement.  In that case, you are in a dual agency situation.  Dual agency is a legal form of representation, but oftentimes, neither the buyer nor seller gets undivided representation because in dual agency, the realtors merely facilitate the real estate transaction and don’t fully represent either party. As some have put it, representing both sides of a transaction simply means that neither sides end up being represented.
